“I wanted to lift up the efforts that the applicant made to address things that we (the Los Angeles Planning Commission) have talked about a number of times; not just related to charter schools, but other sensitive receptor uses. When I first looked at this report, I thought, oh… we’ve got a “Trifecta” here; we’re next to a freeway, we’re next to industrial and we’re next to a rail-yard. There is no way this could possibly happen. BUT, it’s obvious that, from some source, there has been attention to some of the issues that we (the Los Angeles Planning Commission) have lifted up.”

EXHAUSTIVE RESEARCH WAS CONDUCTED INTO THE UNDERLYING INDUSTRIAL ZONING, neighborhood as DEVELOPMENT and the thrust of the areas future. Most significant, was THE potential AIR QUALITY impacts DUE TO THE adjacent FREEWAY AND RAIL LINE AND THE RESULTING PUBLIC POLICIES WHICH WERE ESTABLISHED TO guard against such risks.
